After the March 2011 catastrophic Japan earthquake and tsunami impact upon Kailua, local leaders and residents saw a need to organize and develop a preparedness plan in the event of another disaster. Representative Thielen supported the community’s effort by contacting and inviting government organizations, businesses, and community groups to participate in the planning process. Kailua became the first city in Hawaii to be named a Tsunami Ready Storm Ready Community by the National Weather Service/NOAA.
